Lion Rock Scholarship Programme:

The Lion Rock Institute is a certified charity founded in 2004. The Institute supports economic freedom and the prosperity of the people of Hong Kong. We engage vigorously and respectfully with the government and policy influencers. We contribute to the development of government policy through the education of policymakers and the general public on the crucial role of free enterprise in maintaining a prosperous Hong Kong.

2023 will be the seventh year of our programme.

Participant Profile:

The Programme conducts a screening process to attract and evaluate applicants that may be pursuing, but are not restricted to, studies relevant to public policy development and execution such as:

  • Economics
  • Political Science
  • Public policy or public administration
  • Accounting
  • Engineering

Sept & Beyond

Application & Initial Selection:

The first part of the application process is comprised of the submission of the student’s resume and a written submission. The topic of submission(choose one) (in no more than 500 words) :

1. What measures would you recommend to create market conditions wherein acceptable, affordable housing would be accessible to employed, independent-minded young Hong Kongers?

2. What are the biggest barriers to starting a business for young Hong Kongers and what red tape could the government safely abandon to remove those barriers?

The applications and in particular the written submission will aid in the shortlisting of applicants.

The deadline for Application will be on 30 April 2023.

Training Sessions:

Shortlisted applicants will be invited to a series of information sessions aimed at deepening students’ knowledge of economic freedom.

Successful applicants will participate in discussion groups to further their understanding of the issues and to explore their potential for the application of knowledge.

Assessment Sessions:

Articles:

Students are required to write 1 article on examining an issue of public policy in Hong Kong and proscribing solutions. Articles will be published on The Lion Rock Institute website and other social media outlets of The Lion Rock Institute.

Public Consultation:

From time to time, the HKSAR government invites submissions to provide input to specific policy issues under consideration by  the Hong Kong government. The Scholarship Programme students will work with post-university members of the Institute to fine-tune their ideas on policy issues for a missive to the Hong Kong government’s request for contributions on an active policy issue.

Final Selections:

We will assemble a selection committee including Lion Rock Institute Board Members and Members from Programme Sponsors to perform the final round of interviews. Applicants will be asked to propose a policy change that can improve the lives of the people of Hong Kong.

Our institute has close connections with some of the most reputed international free-market think tanks such as the Mannkal Foundation(our Director Mr.Bill Stacey sits on Mannkal’s board of advisers.), Ayn Rand Institute, Reason Foundation, Cato Institute, Reason Foundation, Atlas Network, Students for Liberty, Institute of Public Affairs, and the Friedrich Naumann Foundation. We can access these world-class think tanks for Hong Kong’s university students to experience their training programmes.

Debriefing and Sharing of Experience:

Upon returning to Hong Kong, Scholars will be expected to share their experience and to continue to represent the institute as freedom fighters.

Financial Sponsorship:

We will provide round-trip flight tickets, but does not cover accommodation, food or daily expenses. If necessary, Awardee please also make your own provisions for travel insurance.

2. Because of the crucial importance of obtaining the right travel visas, the Scholarship will be dependent on the student to acquire an appropriate travel visa once selected.

3. Also, some think tanks may conduct their own interviews before students are accepted into their programme.

1. In case of disputes, the Institute reserves the rights of final decision, including suspending, terminating, or changing details of The Scholarship Programme and its terms and conditions without prior notice.

2. If any part of the terms and conditions is unclear, the Institute reserve the rights to interpret when deemed appropriate. By participating in the event, you agree to be bound by the terms and conditions.
